Director of Fiscal Affairs- College of Medicine, Peoria

The University of Illinois College of Medicine at Peoria invites applications for the position, Director of Fiscal Affairs. Reporting to the Executive Director Fiscal Affairs/CFO, this full-time Academic Professional position is responsible for all finance related activities- inclusive of the Medical Service practice plan, professional service agreements, research grants, institutional funds and gifts. This individual is responsible for preparing campus finance and budget reports. The Director will work closely with faculty and partner hospital officials to identify new clinical services and expand existing services in enhancing the medical schools teaching, patient care and research mission.

The qualified candidate must have a Bachelor’s Degree in Finance, Business or Accounting. Master’s Degree in related field preferred. Must have a minimum of 3-5 years administrative experience, including experience as a financial administrator. Experience/training in generally accepted accounting practices and project management is also required. The candidate must have thorough knowledge of contracting and negotiation, medical billing and clinical practice operations. They must show a demonstrable knowledge of fiscal policies and procedures and financial systems. Excellent oral and written communication skills are required; as is a demonstrated leadership in the areas of budget development, financial management and compliance. Experience in higher education administration is preferred.

This position serves as the UICOMP’s Director of Fiscal Affairs responsible to the Executive Director Fiscal Affairs/CFO for all campus finance related activities. This is inclusive of the practice plan, contracting, business plans, and negotiations. This individual is responsible for preparing campus finance and budget reports.

Prepare annual budget in collaboration with department administrators for presentation to UICOMP and UIC entities for review and finalization. Recommend to the Executive Director and appropriate administrative entities specific financial plans for improving/managing existing programs and implementing new programs.

Supervise managers in Purchasing, Accounting, Financial Planning, and Medical Billing.

Serve as the Director of the MSP. Oversee medical billing services and work collaboratively with departmental leadership to ensure the efficient operation of the MSP financial system.

Work with regional referring institutions and physicians to market and integrate the services of faculty participating in the MSP.

In collaboration with the MSP Committees, develop and maintain a system to regularly assess the performance of the MSP billing and collections system.

Works with University, MSP and other professional support staff to develop reports or provide analysis based on the needs of a given department or practice.

Responsible for annual MSP budget development and involved in quarterly reviews and annual audit. Monitor each department’s performance in meeting MSP budget targets.

Coordinate all fiscal reporting related to all funding sources as needed/required. This includes quarterly MSP reporting to UIC and all month-end and year-end closing and audit reporting.

Ensure compliance with all appropriate accounting and UIC regulations, guidelines, and policies.

Collaborate with the MSP Management and Advisory Committee to develop and maintain an effective and efficient financial system, which integrates central and department MSP activities.

Work with the Executive Director to make sure all aspects of risk management, systems development and implementation. Work with University in support of departments to ensure that operations function within and comply with all applicable standards, regulations, and guidelines.

Analyze global pricing contracts, fee schedules, and managed care organizations.

Negotiate with managed care organizations.

Work with faculty to identify opportunities for new clinical services and expand existing services. Assist the faculty to develop business plans for new or expanded clinical services.

Conduct analyses and develop recommendations regarding the business viability of programs and services.

Ensure that review of monthly financial reports is performed on at least a semi-annual basis to address questions and clarify financial information.

Under the direction of the Executive Director, may serve as main business liaison representing UICOMP as needed to UIC-COM and University administration.

Develop and maintain relationships as needed to meet the strategic needs of the MSP.

A minimum of a Bachelor’s Degree required. Masters Degree preferred. In Finance, Business or Accounting preferred.

Experience in higher education administration preferred.

Thorough knowledge of contracting and negotiation, medical billing and clinical practice operations are required. Demonstrable knowledge of fiscal policies and procedures and financial systems required.

Working knowledge of UIC BANNER systems preferred.

Excellent oral and written communication skills required.

Demonstrated leadership in the area of budget development, financial management, compliance, analytical thinking, creativity and strong decision-making skills required.
