The Department of Pharmaceutical Sciences seeks candidates for a Director of Department Administrative Operations (DAO).  The DAO serves as a valuable member of the staff leadership team of the Department of Pharmaceutical Sciences, which provides comprehensive administrative support to the Department and its affiliated research centers and institutes, encompassing basic science operations in the College of Pharmacy. The DAO works with the Assistant Head for Administration, to provide subject matter expertise on cross-functional projects and additional coordination between the unit’s Human Resources and Finance Cores, resulting in an integrated work product. A main focus of the DAO will be management of the Human Resource team and oversight of Human Resource functions. However the DAO overall duties and responsibilities will span from carrying out day-to-day operations to contributing to long-range strategic planning based on the duties outlined below.

Human Resources: Serve as the HR lead for employee life cycle management, e.g. recruitment, onboarding, appointment processing, payroll, discipline, separations and exit interviews. Oversee and direct recruitment activities, selection, evaluation, and training of faculty, researchers and administrative staff. Develop and monitor department compensation plans, income guarantees and productivity incentives. Manage day-to-day operations that includes HR transaction processing and contribute to long-range human resource strategic planning. Conduct annual employee evaluation for direct reports and monitor faculty evaluations for compliance.

Financial/Resource Management / Business Development: Directs the use of all resources available and day-to-day administrative activities of the unit. Develop the unit’s all-funds annual budget, provide monthly financial reporting/analysis and forecasting; cash flow management and expenditure review to the unit head.   Oversee research and self-supporting funds expenditures, gift funds and reports. Manage department contracts and professional agreements, internal and external to the university Identify new business opportunities for the department and present recommendations for development of new services, facilities, procedures etc. Lead departmental marketing efforts including development, implementation and results assessment; Conceptualize and actualize special initiatives and manage recurring responsibilities/documents with Department-wide impact. Interpret and monitor compliance with University, State, Federal, and sponsor rules and regulations.

Strategic Planning & Policy Development: In collaboration with key department/college and/or select members of the academic community, develop, implement, monitor and assess outcomes of the department strategic plan. Develop, implement, and monitor policies governing the operations of the unit. Provide informed advice to the department head regarding department functions and activities in order to maximize results and efficiencies.

Operations Management: The Director contributes guidance and administrative expertise for the development, implementation, and maintenance of a wide variety of academic, research, and service programs. The DAO manages day-to-day operations of the Department office, providing oversight and guidance across all areas to ensure the efficient coordination of functions and compliance with internal and external policies; manages off-site sub-units/labs/clinics and/or academic unit business practices; negotiates and monitors compliance of revenue generating contracts and leases and supervises the workflow of departmental personnel. The DAO will use needs assessment, resource planning, contract review and generally accepted accounting practices to manage unit renovations, repairs and facilities management and will work closely with contractors and engineers on planning and development of major department renovation. The DAO also manages inventory and equipment reports and maintenance, represents the Department on campus/university committees and serves as the Assistant Department Head’s designate as needed.

Research Management: Oversee/manage department grant activity (both pre/post and extramural awards) including review of grants and contracts budget and pre-proposals for accuracy prior to submission; create and maintain documentation of grant expenditures, reports to granting agencies, proposal submissions and awards, etc. Promote the growth of department research portfolio, exploring both traditional and nontraditional sources of research support and maintaining effective relationships with sponsored research community.

  • Minimum of Master’s degree in Healthcare Administration, Business Administration, Public Administration, Management or in a related field with a minimum of five years of progressively responsible administrative/managerial work experience in a private or government organization, healthcare environment and/or educational institution is required  

            OR

  • If a Bachelor’s degree or non-business Master’s degree, must have minimum of ten (10) years demonstrable business experience in the primary duties of the position
  • Demonstrable competence with policies, procedures, and business systems required, preferably in a college/university or healthcare environment.
  • Ability to demonstrate strong interpersonal, organizational, oral and written communication skills required. Demonstrable experience using the Microsoft Office Suite required. Additional preference for skill in Banner, HRFE, Hiretouch and all other university business systems preferred.
  • Ability to demonstrate analytical thinking skills, strategic planning process, project management, problem solving and decision making skills required.
  • Demonstrable knowledge and experience of management principles and best practices associated with sponsored projects, finance, HR, contracts required. Academic administration experience preferred.
  • Must be able to demonstrate decisiveness in handling difficult problems and recognize the important roles of responsibility, authority and accountability among stakeholders. Ability to conceptualize and organize large multidisciplinary, multi-party initiatives.

Additional Preferred Qualifications

Experience managing human resources and the associated finances in a fast-paced, research-driven academic environment.

Ability to work independently and the initiative to solve problems.

Sufficient understanding of Federal, State, University, and sponsor rules and regulations to interpret guidance and ensure unit-level compliance.

Familiarity with the organizational structure, function, and policies of the University of Illinois. Knowledge of Banner, Front End, HireTouch, PARIS, iCS, and other University systems.
