The University of Illinois Hospital & Health Sciences System (UI Health) is seeking to fill the position of IT Manager/Administrative Coordinator (Identity and Access Management Team Lead) for the Information Technology Services department.  The IAM team lead is responsible for the overall direction, development, enhancement and maintenance of the enterprise identity and access management program. The IAM manager oversees the operation of the IAM team to ensure the team members have the appropriate tools and processes in place to meet the enterprise network digital identity needs in a timely manner, including third-party needs. This requires working closely with different business units, application owners, stakeholders, and contractors/vendors to understand the network digital identity needs. The IAM team lead manages third-party vendor risk for vendors who receive patients’ information from UI Health.

The IAM manager is required to stay abreast of new IAM trends and technologies to maintain an effective IAM program. To ensure enterprise access needs can be addressed promptly on 24x7 basis, the IAM manager develops processes and procedures to ensure collaboration between the Help Desk and the on-call IAM team member. The IAM manager provides metrics and reports to evaluate the success of the IAM program and the IAM team performance.

  • Manage the operation of the IAM team
  • Collaborate with human resources, business units, and other IT teams to architect and maintain a role-based access control (RBAC) program
  • Partner with business units’ access requestors and stakeholders to understand digital identity needs and ensure the identity and access program is meeting expectations
  • Ensure team members are addressing digital identity needs access according to defined policies and procedures 
  • Assist with the development and maintenance of access and network digital identity related policies and procedures
  • Analyze and improves existing solutions, streamline processes, and recommend upgrades to Access Management services to improve end user experience and productivity
  • Develop and maintain a digital identity usage and privileges audit program, including periodic digital identity reviews
  • Implement and maintain identity and access management tools: access request form, identity and governance administration system, account provisioning, multi-factor authentication, password management, remote access, and privileged account management
  • Develop and lead identity and access management projects and initiatives
  • Develop and lead IAM strategies
  • Participate in IAM projects and initiatives at the University level
  • Research and stay abreast of new IAM trends and technologies
  • Accurately maintain all documentation as it relates to configuration, processes, service records, administration manuals, job instructions, support contacts etc.
  • Generate results through others (such as partners, vendors, contractors)
  • Mentorship of team members
  • Provide performance reports and metrics to senior management
  • Manage problems and problem escalations in accordance with ITIL standards
  • Provide 24x7 support on a rotating schedule
  • Work with departments and purchasing office to create and maintain a list of vendors who receive patients’ information from UI Health
  • Facilitate completion of tasks involved in assessing the risk of third-party vendors who receive patients’ information from UI Health
  • Other duties as assigned

Minimum Acceptable Qualifications

  • Bachelor degree preferred in a relevant discipline
  • Minimum 6 years progressively more responsible IT experience, of which a minimum of 2 years’ experience is in a Supervisory or Lead Worker capacity
  • Demonstrated experience in assessing, monitoring and maintaining, and evaluating information security policies and systems, including hardware, firmware and software; ensure that clinical and financial information is secure in accordance with established standards and regulatory requirements. Also demonstrated planning, maintaining, implementing and evaluating the secure management of electronic data whether at rest, in motion or in use.
  • Identity and Access Management experience, Process development and improvement experience.

 

This position requires Illinois residency within 180 days of the hire date

 

Preferred Qualifications

  • Bachelor’s Degree in Computer Science, Information Systems or equivalent on the job experience 
  • 2+ years of system access management and leadership work experience
  • Good management, communication and customer service skills
  • Knowledge of Privileged Access Manager solutions
  • Knowledge of Multi-factor authentication platforms
  • Knowledge of single sign-on (SSO), SAML, LDAP, pass-through authentication, and other industry authentication solutions
  • Experience with ITSM solutions (ServiceNow) including Incident Management, Problem Management, Change Management 
  • Experience with Microsoft Office Suite products (Excel, Word, PowerPoint, Visio)
  • Highly effective verbal and written communication skills; ability to explain technical information in non-technical language to drive progress
  • Identity and access management experience in healthcare
  • Scripting (PowerShell, VBScript, JavaScript) and programming (C#, Java) skills
