Job Summary

The University of Illinois at Chicago, Hospital and Health Sciences System (UI Health) is looking to hire the ideal candidate to fill the vital role of Procurement Officer for the Materials Management Department. Employees on this level are experienced buyers who perform purchasing functions for a variety of specialized products and services, and who advise user departments on the purchase of such items; Coordinates the centralized procurement of supplies and equipment for the hospital; Performs procurement duties in accordance with the Illinois Procurement Code to obtain best quantities, prices & quality as needed for the hospital. 

    Key Job Duties/Responsibilities

  • Preparing bid invitations, selecting qualified bidders, securing quotations, Sole Sources and making awards
  • Issuing Purchase Orders through Pathways Materials Management system.
  • Prepares reports and correspondence (such as status of requisitions, bids, purchase orders, shipments, and complaints) related to his/her assigned products
  • Following up on open order resolutions and invoice discrepancies.
  • assists in on-the-job training and supervision of lower level Procurement Officers and secretarial/clerical staff
  • Creating annual standing orders for IBUY & Banner,
  • Notifies vendors/contractors that they need to provide various disclosure and/or certification forms relating to orders, such as certificates of insurance, vendor financial disclosure, and contract certification forms and evaluates for completeness.
  • Provides oral and written interpretation of policies and procedures, rules and regulations, revised statutes and internal guidelines to campus personnel and vendors
  • Investigates complaints from departments and vendors/contractors and problems arising from the procurement of commodities; determines an appropriate action to resolve vendor/contractor grievances and claims against suppliers.
  • Serves as a general procurement resource person (answers questions regarding the characteristics, capabilities, and applicability of assigned commodities and services).
  • Follows the Illinois Procurement Code, Hospital policies and procedures, in addition to the Materials Management Department, guidelines and non-academic policies & procedures are to be followed at all times. 
  • Assigns and/or participates in other related duties as required, such as, examining expiration dates; reporting inoperable equipment; making visual inventory inspections to maintain adequate stock and supply levels or other projects/duties assigned.

 Minimum Acceptable Qualifications

CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER

1. Any one or any combination of the following, totaling one (1) year (12 months) from the categories below of which six (6) months must be actual work experience:

A. Work experience performing duties comparable to those performed at the Procurement Officer Assistant level of this series or in positions of comparable responsibility.

AND/OR

B. College credit for course work in any field

  1. 30 semester hours equals six (6) months
  2. 60 semester hours or Associate’s Degree equals one (1) year (12 months)
  3. 90 semester hours equals two (2) years (24 months)
  4.  120 semester hours or a Bachelor’s Degree equals three (3) years (36 months)
  5. Master's Degree or higher equals four (4) years (48 months)


NOTE: Possession of a current Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from The Universal Public Purchasing Certification Council (UPPCC), or a current Accredited Purchasing Practitioner (APP) certificate, Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or equivalent certifications may satisfy the above requirements.

Preferred Qualifications

Desired:   Have knowledge of Medical equipment and supplies; Knowledge of various procurement sourcing methods such as Marketplace through Vizient, MD Buyline, etc.; demonstrates and exercises responsible judgment to provide necessary supplies and equipment for the patient care areas.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) 
1. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. 

2. Basic knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data. 

3. Knowledge of laws, the Illinois Procurement Code, government regulations, executive orders, knowledge of State of Illinois and State University Procurement procedures, as well as state and federal laws as they pertain to purchasing.
